All other terms and conditions remain the same. Combined Synopsis/Solicitation Night Vision Goggles OTHER REQUIREMENT TERMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ) and all businesses are eligible to submit a quote. The resultant contract will be a firm-fixed price contract. (iii) This solicitation document (RFQ) and incorporated provisions and clauses those in effect through Federal Acquisition Circular 2020-07. (iv) This proposed acquisition is 100 percent set-aside for small businesses. This acquisition is open to all small businesses and is issued under NAICS code 333314, Optical Instrument and Lens Manufacturing. The size standard is 500 employees. (v) The following list of contract line item number(s), units of measure, quantities, item number, needed by the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Agency, Homeland Security Investigations (HSI), San Juan requires the following items: LINE 0001, 3 each TNV/MOD3 Bravo Modular Goggle (AB Night Vision) – L3 Harris (Part# AB-MOD3B-CK-L3WP-G) (Brand Name or Equal) (in accordance with Revised Attachment A, Salient Characteristics) LINE 0002, Shipping Costs to San Juan, PR. Delivery Address: 800 Ponce De Leon Avenue 12th Floor San Juan, PR 00907 (vi) Description of requirements for the items to be acquired: The contractor shall provide night vision goggles to HSI San Juan in accordance with Revised Attachment A, Salient Characteristics. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The need date is 90 days after receipt of order (ARO). Please indicate the delivery time frame ARO. Place of delivery (San Juan, Puerto Rico (PR) 00907) and acceptance (in accordance with the Prompt Payment Act). (viii) FAR clause 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020) applies to this acquisition. To be considered for award quotes must be submitted on the attached price sheet with prices (see Revised Attachment B, Price Matrix) provided for all contract line item number (CLINS). Please include the expected delivery timeframe after receipt of order (ARO). Also, contractors must have an active DUNS. Provide your company’s DUNS along with your quote. For all buys other than Exact Match Sellers MUST document what they are quoting for evaluation for award and all items must comply with the salient characteristics listed in the attached document (Revised Attachment A, Salient Characteristics). Sellers MUST include, extended specs and/or manufacturer name and part numbers (if applicable) by the end date and time of this RFQ. This information is REQUIRED in order for a sellers quote to be deemed ‘responsive’ and to be considered for award. FAR 52.211-6. (ix) Statement regarding the applicability of the provision at FAR 52.212-2, Evaluation- Commercial Item: clause 52.212-2, Evaluation Commercial Item, does not apply to this request for quote. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Award will be made to lowest price responsive responsible contractor. (x) A statement advising offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items: Offeror’s shall be registered at www.sam.gov in order to be considered for award. (xi) Statement regarding clause at 52.212-4, Contract Terms and Conditions- Commercial Items: FAR clause 52.212-4 applies to this acquisition see Attachment C, Incorporated FAR Clauses and Provisions; (xii) Statement regarding FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items: FAR clause 52.212-5 is applicable to this acquisition. (xiii) Statement regarding any additional contract requirement(s), terms and conditions: Night Vision Goggles are required to meet the requirements identified in: Revised Attachment A, Salient Characteristics. Also, the provision and clauses in Attachment C, Incorporated FAR Clauses and Provisions, apply to the request for quote and any future contract award. (xiv) Statement regarding the Defense Priorities and Allocations System (DPAS) rating: The DPAS does not apply to the acquisition.
