SOURCES SOUGHT NOTICE: This is not a solicitation announcement, this is a sources sought synopsis only. This sources sought, in accordance with FAR 10, is to conduct Market Research on Industry's Capabilities in providing Medical, Psychological, Fitness, and Drug Testing Services. The purpose of this synopsis is to gain knowledge of potential qualified sources and their Socio-economic status (Hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, etc.) relative to NAICS 621999, Health Screening Services (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published via FBO. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Department of Homeland Security is seeking potential Contractors capable of performing all functions within the "Draft" Performance Work Statement for Medical, Psychological, Fitness, and Drug Testing Services. Performance will take place throughout a five year period. How to Respond: This is a Sources Sought ONLY and all interested and capable offerors are encouraged to respond. It is not a request for competitive proposals. It is issued solely for Information and Planning Purposes - It does not constitute a Solicitation nor does it restrict the Government as to the ultimate Acquisition Approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's commensurate experience, capacity to meet the scale and complexity of the proposed requirement and relevant expertise to provide the services identified in the attached Performance Work Statement within the time frame required and without substantial duplication of cost to the Government. The submittal should include at least three recent and relevant past performance references with task order numbers, amount per year, total amount, detailed description of the effort and how it meets the same or similar tasks in this requirement. A detailed response will enable the Government to determine the capabilities on the market to support this requirement. The statement shall include business size, ability to self-perform at least 50% of the work in the PWS; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5-10 pages in length. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought are at the responders own expense.
