The U.S. Coast Guard (USCG) Surface Force Logistics Center (SFLC), In-Service Vessel Sustainment (ISVS) Section, in support of the 175 WLM Major Maintenance Availability (MMA) is releasing this Request for Information (RFI) to gather information related to commercially-available solutions associated with the Aids to Navigation (ATON) Crane with Integrated Controls and the Central Hydraulic System. Specifically we are seeking information for the upgrade of the ATON Pedestal Mounted, Fixed Boom Cranes, integrating controls for all existing buoy deck equipment with a Programmable Logic Controller-based Integrated Crane Control System (ICCS), and necessary upgrades to the Central Hydraulic System on the 175 WLM Class cutters. Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes – it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on beta.sam.gov Background The USCG 175 WLM MMA will include an upgrade of the existing ATON Crane with a modern variant that includes the same capacities as shown in the requirements below. A Sustainment Conference was conducted leading up to the planning of the 175 WLM MMA and Design Study Reports were conducted to determine the intended work items. The ATON Crane and Integrated Controls was identified as a high priority work item to ensure the Cutters remain mission ready and maintainable throughout their service life. The Central Hydraulic System, which services the ATON Crane and all deck equipment, also requires an upgrade. Intention is to maintain existing Appleton Marine equipment and upgrade but the USCG will consider other options. The controls for the various pieces of buoy deck equipment are obsolete, need upgrading and relocation for ergonomic and strategic operations. The proposed work item is to replace all existing controls in the buoy deck control booth with an integrated chair control system to increase visibility, ergonomics and system integration. The main intent is to improve operations from the crane control booth and provide a standard method of buoy deck operations. The Centralized Hydraulic System (CHS) consists of a single, 3-pump HPU that serves the buoy handling crane, cross-deck winches, inhaul winch, rising sheave chain stoppers, anchor windlass, and hydraulic cargo hatch. It also formerly served the griping system, but this has been disabled or removed on most cutters. The HPU consists of a common reservoir serving the 3 axial-piston pumps, each capable of producing 58.3 gpm at the design pressure of 2500 psig using ISO 32 hydraulic oil. Each pump is driven by a 75-hp motor. The pumps are pressure compensated and their operation is staged. The return piping is fitted with a seawater-cooled heat exchanger that is sized to flow 45 gpm of hydraulic oil and is supplied cooling water by the ASW system. The three Rexroth axial piston pumps installed on this HPU, at full stroke, require 92.3 hp (each) to operate at a design pressure of 2500 psig. Given the installed motors’ rating of 75 hp, this represents a 23% overload. Additionally, due to the configuration of the unit, when the pumps are idling and no services are being used, there is no flow through the pressure filters, return filters, or heat exchanger. This design causes issues with the cleanliness of the fluid in the reservoir due to the wear of running idle. Requirements Deck Machinery HPU: Supplies ISO 32 hydraulic fluid at 2500 psig with a capacity of 160 gpm. The design hydraulic fluid temperature is 140°F, and a minimum cleanliness of 18/16/13 per ISO 4406 is required by the CHS.
