The solicitation number is 1093884 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 with a small business size standard of $15.01M. This requirement is unrestricted and only qualified offerors may submit bids. FOB Destination shall be San Diego, CA 92154 The DHS Customs and Border Protection (CBP) requires the following items, Meet or Exceed, to the following: LI 001: CBP needs to install an electric fence with access control and intrusion detection systems that comply with CBP electronic security requirements. The goal of this project is that the installation of an electric fence system will greatly reduce the number of attempted break-ins and reduce the risk from its current state of medium to low. ***** Security Upgrades Needed: 1) Solar Powered Electric Fence A. Current state: No electric fence B. Needs: Electric fence is needed to stop all future break-ins. Adjustable voltage ranging from 50-7,000 volts. Must be placed inside the outer perimeter fence anywhere from 12 inches to 50 feet from the outer perimeter fence. 2) Card Reader or Keypad to access the doors and other areas inside the building and the outside gates. A. Current state: No log or record of who has keys/keycards. B. CBP needs a new system for accurately tracking who has access for accountability. Three card readers; two on gates and one inside building can be combined with the electric fence into one system. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection (CBP) is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com.
