PURPOSE The purpose of this project is to remodel three breakrooms in the Federal Regional Center (FRC) and in the Vehicle Storage Administration Building 1 (VSAB-1) at the Region 6, Denton Campus. These breakrooms need to be remodeled to reflect the upgrades that have been made throughout the campus and ensure they meet ADA Compliance for persons that have mobility challenges or disabilities. SCOPE The scope of the project is to remodel all break rooms at the Region 6, Denton Campus, in the Federal Regional Center (FRC) and the Vehicle Storage Administration Building 1 (VSAB1) second (2nd) floor. The entire project will involve remodeling a total of three (3) break rooms. The FRC will include two (2) break rooms and the VSAB 1 second level will include one (1) break room. All break rooms will require removing old cabinetry, painting, tile exchange, new cabinets, new sinks. Install new paper towel dispensers that have the no touch feature. The contractor shall install new sinks. The contractor shall install new light fixtures in all breakrooms. The contractor shall remove and independently dispose of old parts and all associated cleanup. The contractor shall provide all labor materials, tools, equipment, and Personal Protective Equipment (PPE) to complete this work. The contractor shall remove, dispose of, and replace the existing tile, to include all management, supervision, labor, personnel, transportation, materials, equipment, and supplies necessary to accomplish the work for the VSAB1 and the FRC. Ensure the breakrooms are ADA accessible on the second floor of the VSAB1 to meet ADA Compliance standards. Ensure the break rooms have the required floor clearance for a person that may use a wheelchair to maneuverer. The FRC has three (3) floors to include three (3) break rooms total that will need to be renovated. Remove any asbestos in break rooms and dispose of properly by environmental compliance standards. One (1) break room on the Lower Level in the FRC shall be renovated Walls need painting Remove existing upper and lower cabinetry and replace with new lower cabinetry, countertops, and sinks. Replace old tile with new 12” tile One (1) break room on the second level of the VSAB1 will need the following: Walls need painting Remove existing upper and lower cabinetry and replace with new lower cabinetry, countertops, and sinks. Replace old tile with new 12” tile The Contractor shall paint all walls to meet the aesthetic of the overall look. The Government will provide guidance on color scheme for paint The Government will provide guidance on tile type and design The Government will provide guidance on the breakroom hardware BACKGROUND The Vehicle Storage Administration Building 1 (VSAB1) is a two-story structure built in the 1990’s. The building must ensure to provide compliance with Section 504 of the Rehabilitation Act of 1973, as amended. FEMA must ensure physical access for persons with disabilities. The Federal Regional Center (FRC) is an underground bunker built in the 1960’s. All bathrooms have original flooring and tiled walls from the 1960s. The janitorial closet was originally a handicap bathroom and now needs to be brought up to ADA compliant standards to ensure physical access for persons with disabilities on the Lower Level of the bunker. EXISTING CONDITIONS The existing work area is one (1) breakroom on the second floor of the VSAB1. There is an elevator available to remove old equipment and bring in new equipment. (Contractor must verify weight limits on elevator). Breakrooms are well lit, and utilities are active. During equipment transitions from the 2nd level, the lobby floor will need to be covered so it’s protected from any damage. The FRC has one (1) breakroom on the ground level, one (1) breakroom on the lower level. The building must ensure to provide compliance with Section 504 of the Rehabilitation Act of 1973, as amended. FEMA must ensure physical access for persons with disabilities. The construction pathway from entrance to exist will need to protect floor by covering to avoid any damage during the project. Also, the elevators will need to be protected during transport of old and new materials for installation. CONSTRUCTION WASTE DISPOSAL All demolition/waste materials because of these projects are the sole responsibility/ownership of the selected contractor and must be removed from the job site upon completion. Final site conditions shall be left in as good or better condition as when work commences. All construction waste material/debris will be disposed of by Contractor. The preferred method is to divert from landfill and recycle/reuse. Least preferred option is to dispose of in a landfill. PROJECT DECRIPTION and OVERARCHING OBJECTIVES The project consists of five main functional objectives: planning and preparation, demolition/removal of old equipment, installation, cleanup, and final review and inspection. The tasks below are some of the minimum tasks required to complete the project. The Contractor shall provide a Performance Work Statement to describe how they will approach the activities listed below. The Contractor shall provide a Quality Assurance Plan to describe how they will complete the activities listed below. The government expects that a following deliverable schedule (or better) will be followed in delivering this SOO – where completion dates extend beyond what is listed here, Contractor shall provide a brief explanation. The cumulative days mentioned below are business days, not calendar days. Any suggested revision to the below schedule must be submitted in writing in the Performance Work Statement. Planning and Preparation The Contractor must ensure that all materials and products used are American produce and manufactured in the United States BABBA (Buy America Preference in FEMA Financial Assistance Programs for Infrastructure) FEMA Interim Policy #207-22-000 The Contractor shall prepare the drawings and schematics needed for the project The Contractor shall coordinate with FEMA project plan and schedule The Contractor shall make sure there is enough room to install the new equipment and check measurement prior to installation. The Contractor shall do a site visit to bid, prepare the drawings and schematics needed for the project. The Contractor will provide a written Quality Assurance Plan (QASP) to FEMA The Contractor will provide a written Performance Work Statement (PWS) to FEMA. Identify vehicle and dumpster staging space requirements upon site visit. Demolition/Replacement The Contractor shall demo any existing parts that will not be in compliance with the ADA Rehabilitation Act of 1973. The Contractor shall be responsible for all correct measurements. The Contractor shall do all work to ADA standards and manufacture specifications. The Contractor shall remove extra material, waste, and dispose of extra material off government property. The Contractor is responsible for repairing any damage caused by the vendor during the entire project from start to finish. Installation/Connections The Contractor shall check breakrooms before work and ensure appropriate installation for cabinetry, flooring, and installation of new materials. The Contractor shall install new equipment following best practices. The Contractor shall give a one-year warranty on parts and labor after final acceptance by the government. Cleanup The Contractor shall remove and dispose of old parts and all associated connections. The work areas, interior/exterior debris transport locations are free of dust The Contractor shall thoroughly clean the area daily, and properly dispose of all debris and surplus materials on FEMA grounds. The Contractor shall perform the final clean up. The Contractor shall recycle metal waste from project and give a report to COR. Final Review and Inspection The selected contractor is responsible for obtaining all necessary permits and inspections required by local, state, or federal offices. The Contractor and FEMA will do a joint inspection of the work, area, and the operation of the new equipment The Contractor provides all required reports to FEMA Upon project completion, the FEMA Project Officer is responsible to certify completion of project. CONSTRAINTS Need to schedule work to keep at least one functional break rooms on each floor accessible to staff as much as possible during the work. It is possible the work needs to be done during weekends. PERIOD OF PERORMANCE The period of performance for this task order will be 5 months from award for the base period. There are no option periods. The Contractor must begin work within 10 calendar workdays (10) days from award. PLACE OF PERFORMANCE The place of performance is: VSAB1 FRC 800 N. Loop 288 800 N. Loop 288 Denton, TX 76209 Denton, TX 76209 GOVERNMENT FURNISHED EUIPMENT (GFE)/GOVERNMENT FURNISHED INFORMATION There is no GFE with this project. CONTRACTOR STAFFING PLAN AND KEY PERSONNEL Contractor will submit a name of key personnel and anyone who will work in the facility no later than two (2) days prior to commencing work. All personnel must be able to obtain a favorable adjudication from the Office of Chief Security Officer (OCSO) prior to commencing work. Note: if a contractor employee is found unsuitable by our Security, this does not excuse delays in the service because of lack of personnel. The list of key personnel needs to be submitted at least two (2) days prior to work commencing to ensure all personnel are cleared to work in our facility. SAFETY At a minimum, the Contractor shall ensure that: Site Supervisor will ensure that all equipment used during the project is in safe operating condition. All personnel on the job site will be given the appropriate safety equipment. FEMA reserves the right to stop the work if any unsafe conditions are found. All electrical equipment such as drills, grinding, buffing machines and any extension cords must be properly grounded and be free from any defect in the insulation All ladders/scaffoldings will be in good condition and used in a proper manner. Supply fresh air to work area and monitor air as a confined space. Contractor and its sub-contractors will wear proper PPE while on the jobsite. MATERIALS, HAZARDOUS Project shall have a safety management system in place that outlines the policies, processes, instruction, and documentation that will serve to establish the culture of safety and understanding for all tiers involved on the project. MATERIALS AND EQUIPMENT Ensure all material follow FEMA’s implementation of the Build America, Buy America Act (BABAA) requirements and outline FEMA’s process for waiving “Buy America” preferences, when necessary. Special facilities, devices, equipment, clothing, and similar items used by the Contractor in the execution of work shall comply with the applicable regulations. The Contractor shall bring to the attention of the Project Officer/Contracting Officer Representative any material suspected of being hazardous which he/she encounters during execution of the work. A determination will be made by the Project Officer/Contracting Officer Representative as to whether the Contractor shall perform tests to determine if the material is hazardous. If the Project Officer/Contracting Officer Representative directs the Contractor to perform tests, and/or if the material is found hazardous and additional protective measures are needed, a contract change may be required, subject to applicable provisions of this contract. The work covered under this contract includes handling of asbestos abatement, plumbing, and possibly electrical work. SECURITY All personnel require access to information up to the sensitive but unclassified, for official use only (FOUO) levels. Contractor must ensure contractor employees receive a favorably adjudicated public trust suitability prior to entry on duty (EOD). All individuals will be U.S. citizens. The contractor shall follow the standards established within DHS and FEMA policy. Security Checks and Escorting All Contractor personnel are required to have a favorable adjudication from our Security Office prior to entering the facility. While on FEMA property, all personnel must always be escorted. Any personnel found unescorted will be removed from the project immediately. Contractor personnel will check-in daily with Security Guards and will have a visitor’s badge.
