This is a Request for Information (RFI) only. U.S. Department of Homeland Security, U.S. Customs and Border Protection (CBP), Office of Field Operations, Biometric Entry-Exit Program is seeking a solution for capturing the facial images of vehicle occupants through the windshield of a moving vehicle. CBP is requesting information from industry on a solution that will do the following: Capture all facial images of occupants in a privately-owned vehicle (POV) in the Pre-Primary Zone (PPZ), as the vehicle approaches the Primary booth at a port of entry (POE); Ensure facial images meet CBP’s Traveler Verification Service’s (TVS) photo quality threshold required for biometric comparison; and, Integrate the capture system’s capabilities with CBP’s existing arrival inspection application, Simplified Arrival – Vehicle (SA-V)[1]. [1] Simplified Arrival is the enhanced arrival inspection application that uses facial biometrics to automate manual document inspection required to determine admissibility into the United States.
