This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Illumina, Inc., 5200 Illumina Way, San Diego, CA, 92122-4616, for the acquisition of a BaseSpace Clarity LIMS Gold Support and Maintenance Agreement. It has been determined that Illumina, Inc., is the only known responsible source capable of providing the required instrument and no other instrument will satisfy the agency’s requirements. The Core uses this software to provide NGS services to all branches of DIR and several labs from DNTP. Information is first gathered via the Epigenomics Core sample submission form. This information contains over 50 meta data points related to each sample and how is to be analyzed. The Core enters this data into Clarity software to organize all the samples from a variety of researchers so that they can be ran without creating any conflicts between each sample. Clarity allows us to multiplex samples resulting in faster turn-around times and saving funding by allowing more samples to be ran at once without issue. This service contract will provide service and maintenance of Clarity Software including software updates. The NGS relies on Clarity for running all the NextGen Sequencing samples for 100’s of research projects for every branch of DIR and also many PI’s from DNTP. Thus, this has the potential to effect hundreds of researcher’s abilities to publish as well as not continue important COVID related current research. Delay in procuring a renewal of Clarity software will result in the loss of hundreds of thousands of research dollars for researchers and their PI’s. The period of performance is April 18, 2023-April 17, 2024. The applicable North American industry Classification System (NAICS) code for this procurement is 811210 “Other Electronic and Precision Equipment Repair and Maintenance.” Its associated Business Size Standard is $30.0 Million Item Description: Line Item 0001- #20006591-BaseSpace Clarity LIMS Gold Support and Maintenance Agreement. (Quantity- 1 Each). NIEHS will solicit and negotiate directly with Illumina, Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 9:00 AM, March 10, 2023. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Illumina, Inc.
