This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Life Technologies Corporation, 3175 Staley Road, Grand Island, New York 14072-USA. The EVOS M7000 Imaging System will be an upgrade to the current EVOS Imaging System used in the cell culture lab of the Molecular Pathology group. Since it is a direct hardware and software upgrade, there is no other system applicable and only this vendor can provide this upgrade. In addition, software compatibility will be assured, and researchers will not need to be trained on a new system. The EVOS M7000 Imaging System consists of an inverted multi-channel fluorescence and transmitted light microscope, external Dell PC system, and high-resolution touchscreen monitor, along with Celeste 6 imaging software. The software package is designed to deconvolute 2D and 3D images. The system will enable researcher to monitor the growth of cells and organoids in real time. The applicable North American industry Classification System (NAICS) code for this procurement is 333314 “Optical Instrument and Lens Manufacturing.” Its associated Business Size Standard is 500 employees. NIEHS will solicit and negotiate directly with Life Technologies, Corporation, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, September 2, 2022. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Life Technologies Corporation.
