This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Bio-Rad Laboratories, 2000 Alfred Nobel Drive, Hercules, CA 94547-1804. The Molecular Genomics Core (MGC) at the NIEHS requires a Bio-Rad Digital PCR consumables and reagents for performing experiments to assess DNA copy number and gene expression changes in multiple species. The ability to maintain continuity of experimental procedures is crucial to the success of the NIEHS Division of Intramural Research and their efforts in continuing to perform the mission of the NIH. Bio-Rad Droplet Digital PCR and reagents will allow the lab to pursue these studies with the most appropriate items for the study. The consumables and reagents will allow the MGC to perform high-throughput analyses that are critical to completing these studies in a timely and cost-efficient manner. The applicable North American industry Classification System (NAICS) code for this procurement is 325414 “Biological Product (Except Diagnostic) Manufacturing).” Its associated Business Size Standard is 1,250 EM. NIEHS will solicit and negotiate directly with Bio-Rad Laboratories, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, July 13, 2022.
