This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Andor Technology Inc., 300 Baker Avenue/Suite 150, Concord, MA 01742. The Andor Confocal microscope is used for fluorescence imaging of lived or fixed biological samples in 3D or 4D and to ensure the reliability of the data collected and used in various research projects at the NIEHS, RTP, NC. The Platinum Service Agreement for the Andor Dragonfly Spinning Disk Confocal is critical to maintaining qualified parts and service personnel who are factory trained to perform comprehensive repair services and maintenance as required by the FMIC, at the NIEHS, RTP, NC. Complete mechanical, electrical, and software repair service shall be pervaded by the contractor for this instrument. Andor is the manufacturer and sole distributor of this instrument. This instrument incorporates several proprietary technologies and uses patented parts that are not available from other sources. Therefore, Andor Technology does not allow third party entities to service their instruments. Only their Field Engineers are factory trained and re-certified to service their equipment. This requirement is for a Base + 3 Option years. Base Year: July 1, 2022-June 30, 2023 Option Year 1- Period of performance: July 1, 2023-June 30, 2024 Option Year 2- Period of performance: July 1, 2024-June 30, 2025 Option Year 3- Period of performance: July 1, 2025-June 30, 2026 The applicable North American industry Classification System (NAICS) code for this procurement is 811219 “Other Electronic and Precision Equipment Repair and Maintenance.” Its associated Business Size Standard is $22.0. NIEHS will solicit and negotiate directly with Andor Technology, Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, June 28, 2022. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Andor Technology, Inc.
