This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Illumina, Inc., 5200 Illumina Way, San Diego, CA, 92122-4616, for the acquisition of a NextSeq 500 Sequencer and two (2) MiSeq Sequencer Silver Support Plans. It has been determined that Illumina, Inc., is the only known responsible source capable of providing the required instrument and no other instrument will satisfy the agency’s requirements. The period of performance is August 30, 2021-August 29, 2022. The applicable North American industry Classification System (NAICS) code for this procurement is 811219 “Other Electronic and Precision Equipment Repair and Maintenance.” Its associated Business Size Standard is $22.0. The Illumina NextSeq and MiSeq Sequencer Systems are required for small genome sequencing, targeted gene sequencing, and amplicon sequencing. These machines are also used for testing sequence libraries. The Silver Support Plans for these machines will enable them to operate at optimal levels and generate data comparable to what has been historically reported. In addition, acquiring the Silver Support Plans will allow all parts, services, software patches and upgrades to be performed in a timely and manner. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
