This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Excel Communications, LLC, 205 Van Buren St., #120, Herndon, VA., 20170 for the acquisition of Auto Attendant Solution Services. The Excel Communications, LLC services are currently in use and the NIEHS for Inclement Weather Service. This turnkey auto attendant solution service is needed to support a minimum of 40 simultaneous callers utilizing the existing ported telephone number. The existing telephone number is posted on various internal NIH/NIEHS websites, pamphlets, and documents. In order to maintain the current operation on this service and maintain the same emergency information for NIEHS staff throughout the NIEHS, it is crucial to maintain services from the current source. Failure to purchase this service will result in downtime and the lack of communication with NIEHS staff in the event of an emergency. This requirement is set aside for Veteran Owned Small Businesses. This requirement is for 1 Base Year and 4 Option Years. The period of performance is as follow: Base Period: September 1, 2021-August 31, 2022 Option Period 1: September 1, 2022-August 31, 2023 Option Period 2: September 1, 2023-August 31, 2024 Option Period 3: September 1, 2024-August 31, 2025 Option Period 4: September 1, 2025-August 31, 2026 The line item description for the Base and each option year reads as follow: NIEHS Inclement weather Auto Attendant Solution (Quantity of 1 each) The applicable North American industry Classification System (NAICS) Code is 517919 and the business size standard is 35.0M. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Excel Communications, LLC, is the only known responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. NIEHS will solicit and negotiate directly with Excel Communications, LLC., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in SAM.GOV, www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Excel Communications, LLC.
