This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Onlink Proteomics AB, Uppsala Science Park, Uppsala, SE-751 83, Sweden, for the acquisition of Inflammation Analysis/Study Services. This analysis/study service is required to quantify a large number of proteins in plasma samples collected from participants in pregnancy. The Epidemiology Branch, DIR, at the NIEHS require a proteomic technology platform that can quantify proteins closely related to inflammatory processes across a large number of participant samples. The primary delivery will be the generation of data that includes relative concentration levels of proteins across plasma samples, including rigorous quality control standard to ensure data accuracy, precision, and reproducibility. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 325413, “In-Vitro Diagnostic Substance Manufacturing”. The Business Size Standard is 1250. This requirement is set aside for small businesses only. 1. #91301- Onlink Target 96 Inflammation Analysis Service (QTY 1500) It has been determined that Onlink Proteomics AB, is the only known responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. NIEHS will solicit and negotiate directly with Onlink Proteromics AB, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in SAM.GOV (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, July 31, 2021. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Onlink Proteomics AB.
