Onsite Performance Assurance Service Contract

This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Molecular Devices, LLC, 3860 N. First Street, San Jose, CA, 95134-1702, for the acquisition of an on-site performance assurance plan, for a Molecular Device Filtermax F5 Plate Reader, S/N: 262501375. The Filtermax F5 Plate Reader is needed to utilize nucleic acid quantification experiments for NIEHS investigators. This service contract will serve to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. This service contract will enable the Filtermax F5 Plate Reader to operate at optimal levels and quantitate purified nucleic acids that are comparable to what has been historically produced. To ensure that the instrumentation provides reliable and consistent results with minimum downtime, it is necessary to obtain an on-site performance assurance contract. This service contract includes: Parts, labor, travel, one annual preventive maintenance (PM) visit, and priority response. This requirement is for 1 Base Year and 3 Option Years. Billing is required to be submitted in quarterly arrears. The estimated value and period of performance is as follows: Base Period: July 15, 2021 to July 14, 2022 Option Period 1: July 15, 2022 to July 14, 2023 Option Period 2: July 15, 2023 to July 14, 2024 Option Period 3: July 15, 2024 to July 14, 2025 The applicable North American industry Classification System (NAICS) Code is 811219 and the business size standard is 20.5M. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Molecular Devices, LLC is the only known responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. NIEHS will solicit and negotiate directly with Molecular Devices, LLC and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, June 16, 2021.
