This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to SeqGen Inc., 1725 Del Amo Blvd., Torrance, CA 90501-1308, for the acquisition of a Platinum Service Contract, for an ABI 3730 XL Instrument. S/N:17119-017. The ABI 3730 XL (DNA Analyzer is needed to provide studies in the field of gene expression and genotyping analyses within the Molecular Genomics Core Group at the NIEHS. This instrument allows the MGC to perform high-throughput analyses that are critical to completing studies in a timely and cost-efficient manner. This service contract will serve to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. Failure to obtain this service contract will mean that upgrades will not be performed and that service visits will have to be paid upon request, costing thousands of dollars. This service contract will enable the 3730XL DNA Analyzer to operate at optimal levels and provide sequencing data that are comparable to what has been historically produced. This requirement is for 1 Base Year and 4 Option Years. Billing is required to be submitted in quarterly arrears. THIS IS A SMALL BUSINESS SET-ASIDE REQUIREMENT: The estimated period of performance is as follows: Base Period: August 1, 2021 to July 31, 2022 Option Period 1: August 1, 2021 to July 31, 2023 Option Period 2: August 1, 2023 to July 31, 2024 Option Period 3: August 1, 2024 to July 31, 2025 Option Period 4: August 1, 2025 to July 31, 2026 The applicable North American industry Classification System (NAICS) Code is 811219 and the business size standard is 20.5M. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that SeqGen, Inc. is the only known small responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. NIEHS will solicit and negotiate directly with SeqGen, Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, June 19, 2021. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to SeqGen, Inc.
