This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to INTEGRA Biosciences Corporation, 22 Friars Drive, Hudson, NH 03051, for the acquisition of VIAFLO 384 Base Unit. The INTEGRA Biosciences VIAFLO 384 Base Unit is needed as part of the mission of NIEHS-NIH during the COVID-19 crisis. The Environmental Epigenomics group is tasked by the NIH Office of the Director’s RADx RAD program to develop a hyperplexed SARS-CoV-2 diagnostic method. This mission critical activity requires the lab to rapidly develop a laboratory method based on DNA sequencing. A robotic 384 well pipetting system is needed that will fit in the lab’s biosafety cabinet in order to safely aliquot samples that are COVID-19 positive. The applicable North American industry Classification System (NAICS) Code is 334516 and the business size standard is 1000. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Delivery: 15 days, ARO It has been determined that INTEGRA Biosciences Corporation is the only known responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. Specifications: -384 and 96 well pipetting unit. Can dispense up to 384 individual reactions per loading directly into multi-well reaction plates. -Portable semi-automated unit with small footprint that can move in and out of our biosafety cabinet and be disinfected and operated at different biosafety levels. -Can be programmed or run manually. -Does not require computer interface -Uses interchangeable multichannel heads for different volumes and tip sizes. NIEHS will solicit and negotiate directly with Integra Biosciences Corporation and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
