Key Personnel - second most important technical subfactor 3. Management Plan - third most important technical subfactor 4. Understanding the Initiative- fourth most important technical subfactor 5. Organizational Experience- fifth most important technical subfactor. The purpose of this requirement is to provide outpatient Hansen's Disease services including diagnosis, screening, outpatient treatment, case management, and follow-up care in healthcare settings located throughout the United States.
