The required services include a transfer documentation platform, protocol design, reporting, and case management follow-up support. The Contracting Officer will first consider Buy Indian Act opportunities, then Small Business Act set-asides, under NAICS 621999 with a $20.5 million small business size standard. This is not a solicitation; responses are voluntary and used only to determine acquisition strategy, and the government will not reimburse costs.
