This request for information is for use in market research and planning purposes only. Per FAR 15.201, the exchange of information as a result of this request is to improve the understanding of Government requirements, industry capabilities and qualifications of interested parties including Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) in accordance with 25 U.S.C. 47. This is NOT a solicitation and no contract will be awarded from this notice. This request is to obtain market information. The Indian Health Service, Billings Area Office, Billings, Montana is seeking responses from potential Buy-Indian certified sources for a blood gas analyzer lease to be used in a clinical laboratory; and onsite maintenance agreement services of the blood gas analyzer. This notice is to locate potential IEE / ISBEE sources capable of providing the service (leasing, maintenance and repair) of leased analyzers on site by providing manufacturer-qualified service technicians that travel to remote areas of Montana. The associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing with a small business standard of 1,000 employees. In order to determine the extent of interest and IEE / ISBEE capability, interested parties must submit their response by email to prudence.yellowowl@ihs.gov. Responses are due by 4:00pm PST, Wednesday, February 5, 2020. The responses shall include: 1) Name of Firm, Point of Contact, Mailing Address, Telephone Number, and DUNS number. 2) Identification of the appropriate certified IEE OR ISBEE eligibility. 3) Registration in System for Award Management (SAM). 4) A brief description of experience providing the requested types of services (lease of laboratory blood gas analyzer and onsite manufacturer approved service of leased analyzer), dollar value of previous work performed within the past three years. All interested firms shall submit a response demonstrating their capabilities regarding the above requirement. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely with the Government discretion. Firms responding are requested to indicate their status as an IEE OR ISBEE business, as well as small business, socially and economically disadvantaged business, veteran owned small business/service disabled veteran owned small business or a woman owned business concern.
