OVERVIEW: The National Institute of Allergy and Infectious Diseases (NIAID) is issuing this Small Business Sources Sought Notice to conduct market research and identify parties having an interest in and the resources to support this requirement for facility maintenance services. This request for capability information is NOT a solicitation for proposals, proposals abstract, or quotation. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought Notice is for 8(a) program participants. Based on the responses to this Sources Sought Notice and market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services, with a small business size standard of $41.5. PURPOSE AND OBJECTIVES: A copy of the draft Statement of Work (SOW), which is subject to revisions, is attached. Interested parties are expected to review this Notice and the draft Statement of Work to familiarize themselves with the requirements. SUBMISSION INSTRUCTIONS: Capability statements must be 10 pages or less and readable (font size 10-12, spacing no more than 15 characters, margins that do not cut off text, etc.), not include links to internet web site addresses (URLs) (outside of the company information section), and be complete within themselves (not direct readers to alternate sources of information). Responses must reference the Sources Sought number. Capability statements must include the following information: Organization or Company Information: 1. Organization name, physical address, and website address (if available) 2. Company DUNS and CAGE numbers 3. Size and type of business, pursuant to the applicable NAICS code 4. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.). 5. Point of contact with name, title, address, phone, and email 6. If you have a Government approved accounting system, identify the agency that approved the system. Capability Information: Provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Include information on prior completed projects of a similar nature, including government contracts. Relevant information would include contract number, references, dollar values, narratives on why the work is similar or relevant, and other related information. Additionally, list any current GSA Schedules or Government-wide Acquisition Contracts (GWACs) appropriate to this Sources Sought. Sources are expected to have the expertise, personnel, systems, and technology to meet the requirements of the draft SOW. Tailored Capability Statements must demonstrate a clear understanding of all tasks specified in the draft SOW. Interested parties who consider themselves qualified to perform the required services are invited to submit a response to this Sources Sought Notice by October 24, 2021 @ 6:00 P.M EST.
