The Indian Health Service (IHS) must give preference to IEEs under the Buy Indian Act, requiring at least 51% Indian ownership and control of daily operations. Respondents must demonstrate their capability, experience, and how they meet the IEE definition, including receiving at least 51% of contract earnings.
