This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 8.405 as supplemented with additional information in this notice. Quotes are being requested and this announcement constitutes the only solicitation. The Government contemplates issuing a firm fixed-price order against a General Services Administration (GSA) Federal Supply Schedule (FSS) Multiple Award Schedule (MAS) Scientific Management and Solutions – Laboratory Equipment as a result of this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05 dated March 10, 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Instruments, with an associated size standard in number of employees of 1,000. This requirement is being solicited as a full and open market. The Office of Regulatory Science, Division of Bioanalytical Chemistry requires the purchase of a data analytics system for the development of quantitative and qualitative methods in the analysis of residues and contaminants in cosmetics, dietary supplements, and foods. The use of a data analytics system in combination with current ultra-high-performance liquid chromatography ion mobility mass spectrometry instrumentation in our laboratory provides enhanced sample data processing and throughput that are critical for the development of quantitative analytical methods. In addition to the purchase of a data analytics system, another consideration of this procurement is the communication and operation with an existing Waters Select Series Cyclic IMS instrument.
