The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Government Contracting Services (GCS) is releasing this Request for Information (RFI) on behalf of the Children’s Bureau (CB). The purpose of this RFI is to assist the Government in conducting market research. The Children’s Bureau (CB), in the Administration for Children and Families (ACF), is interested in procuring the services of Mathematica Policy Research (MPR) to plan and implement a rigorous national cross-site evaluation as well as evaluation related technical assistance of the grantees to be funded under the Funding Opportunity Announcement (FOA) Regional Partnership Grants to Increase the Well-Being of, and to Improve the Permanency Outcomes for, Children Affected by Substance Abuse (hereafter known as the RPG5 program) (FOA # HHS-2018-ACF-ACYF-CU-1382). Under the contract, MPR will integrate and implement a cross-site evaluation for the RPG5 projects into the existing national cross-site evaluation; build off the current RPG technical assistance (TA); work to provide evaluation TA for the RPG5 projects; and conduct dissemination activities. This effort also includes integrating the RPG5 evaluation findings into legislatively mandated RPG Reports to Congress.
