FDA current IT Strategy requires a cloud-based Software as a Service (SaaS) that is Federal Risk Authorization Management Program (FedRAMP) authorized at moderate level. FedRAMP must be available and accredited at the time of this solicitation. FDA requires a Commercial-Off-The-Shelf (COTS) solution to manage multiple aspects of the intellectual property (IP) portfolio, including invention disclosures, patent portfolios, trade secrets, trademarks, and copyrights, as well as the operational activities associated with patent prosecution, partnerships, agreements, marketing, and licensing. This SaaS will replace the current TTP Knowledge Management System, Knowledge Sharing System (KSS) TechTracS. TechTracS is an intellectual property database which the OCS/TTP uses to manage, track, and maintain FDA Intellectual Property (IP).
