This modification extends the end date for one additional day from May 30, 2022 to May 31, 2022 at 2:00PM Mountain Standard Time due to May 30, 2022 being a federal holiday. INTRODUCTION: Pryor community sewer system (CSS) provides sanitary sewer services to the community of Pryor on the Crow Indian Reservation. The CSS has operated continuously for over 40-years. The system has had overflows due to blockages in sewer mains over the past five years, these blockages are believed to be due to defects in the pipe and or manholes. These defects need to be identified to be incorporated into a repair project. The Billings Area Indian Health Service in Billings, Montana is acquiring services in accordance with the attached technical specifications associated with Request for Quotation (RFQ)-22-004-TRS for sewer main cleaning and inspection with performance occurring on the Crow Indian Reservation in Pryor, Montana. The procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR 37.1, Service Contracts-General. NOTICE OF INDIAN SMALL BUSINESS ECONOMIC ENTERPRISE SET-ASIDE Under the Buy Indian Act, 25 U.S.C. 47, offerors are solicited only from Indian economic enterprises that are also small business concerns. Any acquisitions resulting from this solicitation will be from such a concern. Offerors received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. SCOPE OF WORK: Cleaning 11,600 linear feet of sewer mains and 40 manholes via high pressure washer. Inspection of sewer mains and manholes via closed circuit video in accordance with the attached technical specifications. Preparation of a report describing condition and defects of CSS observed during inspection. PERIOD OF PERFORMANCE: Work shall be completed within 90 calendar days from date of award. WAGE DETERMMINATION: Service Contract Act Wage Determination No. 2015-5397; Revision No. 17; Dated 03/15/2022 applies to this contract. DELIVERABLES: Provide the personnel and equipment needed to clear the sewer mains and manholes and then inspect them via remote video. Provide a report describing the state of the sewer mains and manholes.
