Contracting Office Address The Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E138, Rockville, MD 20850, UNITED STATES DESCRIPTION The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research – HIV and AIDS Malignancy Branch plans procure, on a sole source basis, molecular modeling discover suite software licensing from Massachusetts General Hospital, 55 Fruit Street, Boston, MA 02114. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(2); and, is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 511210 and the business size standard is $41.5 million. Only one award will be made as a result of this solicitation. The anticipated award shall be a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND The Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) program at NCI supports the development, translation, and commercialization of novel therapeutics, devices, diagnostics, and processes that are aimed at reducing the burden of cancer. Retrospective economic impact analysis of NCI SBIR/STTR Phase II grants from 1998-2010 indicated there was a substantial rate of commercialization, with 247 products commercialized from 690 Phase II grants. Sales of products and services associated with these grants were reported at $9.1 billion. Based on the reported sales, economic modeling calculated that over 107,000 jobs were created and $26.2 billion of economic output was produced. To support the transition of academic inventions into small businesses, the SBIR Development Center developed a unique, dual objective, funding announcement titled the Small Business Transition Grant (SBTG). The purpose of the SBTG is to support the transition of early career scientists interested in entrepreneurship, while simultaneously supporting the advancement of technologies out of academic research laboratories and into small U.S. businesses. Academic institutions are increasingly turning to postdocs and early career scientists as the best candidate to move into a small business with a new innovative academic discovery. Tapping early scientists to become entrepreneurs allows academic faculty to maintain their focus on hypothesis-driven research in their academic lab. This new funding opportunity is the first SBIR mechanism with a focus on mentored career development at NIH to aid the transition of early career scientists to entrepreneurship. PRODUCT FEATURES/SALIENT CHARACTERISTICS The purpose of this acquisition is to provide access to an existing specialized project management tool that can; (1) Enable the tracking of technical progress made during the phases of funding for transitional SBIR awards, (2) Contain reasonable and relevant milestones for biomedical technology development, (3) Allow access by different team members to monitor progress, (4) Track the outcomes of each award phase. The system would allow the Government to monitor the milestones and progress of transitional grant awards funded by the NCI SBIR and STTR programs. The key requirement of the system is that it is specifically tailored to biomedical technology development with clear and appropriate milestones. Unique Qualification: The Massachusetts General Hospital - Center for Integration of Medicine and Innovative Technology (CIMIT) created a Guidance and Impact Tracking System (GAITS) platform to track NIH-funded technology development within a consortium of universities. This platform was developed because of the lack of existing project/portfolio management software that could be applied to new and emerging entrepreneurial ventures in the biomedical space. The NCI conducted market research by contacting knowledgeable individuals within other NIH Institutes as well as within industry (investors, incubators, pharmaceutical companies) but failed to identify any competing technologies. Therefore, the GAITS platform is the only known project management software that is specifically designed for biomedical technology development to support and monitor transitional fast-track SBIR awards. The GAITS platform is the only known software with pre-determined biomedical technology development milestones that are appropriate for advancing technologies toward critical commercialization milestones. The GAITS software/service that already exists would require minimal modification to be applicable to the intended use for the Government. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by11:00 AM EST, on August 20, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
