This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as brand name only, small business set-aside, Request for Quotation (RFQ). The RFQ number is RFQ-NIH-6436616 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, dated 08/10/22. 4. This requirement is solicited as a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510. Its associated Small Business Size Standard is 1250 employees. 5. List of Item(s): The vendor shall provide the Cardiac Science brand automated external defibrillators (AED), batteries and cabinets as specified in Item 6. below. 6. Description of Requirements Specifications: No remanufactured or “gray market” items. All items must be covered by the manufacturer’s warranty. a. Cardiac Science G3 9146 Lithium Battery, 64 each b. JL Industries Freestanding Tubular Stainless Steel AED Cabinet, 7 each c. Cardiac Science G5 Fully Automatic AED package with iCPR, dual language (English/Spanish), includes 1 set of ICPR adult pads, battery, carry sleeve, AED Manager, USB Cable, and User Guide, 10 each 7. Delivery a. Offerors must provide their delivery lead time after receipt of an order and any applicable shipping costs with their quote. Failure to provide the delivery lead time may result in not being considered for award. b. Offerors must be able to provide all items by September 30, 2022. The provision 52.212-2 incorporated above is completed as follows. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined “Technically Acceptable” the offeror must provide the brand name items listed under item 6. above. The Government seeks the earliest delivery, therefore in addition to price, the most favorable delivery time may be considered to determine award. 10.
