IBM BIG FIX ACCELERATED VALUE PROGRAM SERVICES 1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ) for brand name only. The RFQ number is RFQ-NIH-6282489. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, dated 01/30/2022. 4. This requirement is solicited as a full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 541513. Its associated Small Business Size Standard is $30,000,000. 5. List of Item(s): The vendor shall provide the following service specified below. a. IBM BigFix Accelerated Value Program (AVP) Services 6. Description Background: The National Institutes of Health has a requirement for continued dedicated support at a level geared towards accelerated implementation and value with an assigned dedicated IBM engineer at 33% time, including onsite visits for troubleshooting, policy creation, and report assistance. IBM’s BigFix remains an industry leader for software and compliance management and has continued to expand its capabilities in response to its customers' needs, including the NIH. In 2015, the Department of Homeland Security, through its Continuous Diagnostics and Mitigation initiative, provided additional licenses to the NIH to continue supporting this critical capability. The NIH Information Security Program has existing BigFix implementation that supports software asset management and host-based compliance. The service shall be provided for one (1) year. General Requirements: Only quotes for the BigFix AVP Service from authorized resellers are being solicited and considered. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
