This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2177594 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04 June 2, 2023 The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a total small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following Brand Name Supplies: This requirement is for a Standing Order with two delivery shipments: 1) Qty 10 of Catalog # SH3B14378.01 BPC 50L SUB w/DHS, Leidos Biomedical Research STANDING ORDER- TWO SHIPMENTS EACH SHIPMENT QTY: 5 2) Qty 80 of Catalog #SH30720.01 SUB PROBE ASSEMBLY FOR KLEENPAK - STANDING ORDER-TWO SHIPMENTS EACH SHIPMENT QTY: 4 3) Shipping costs: FOB DESTINATION with Multiple delivery schedule: Two shipments (1) delivery on 08/22/2023 (2) delivery on 02/23/2024 Justification for brand name: The requested items are effectively used and are currently under VPP’s Cell Culture Development SOPs. Additionally, these supplies are being requested are currently in use at the GMP Pilot plant and are currently validated in their process. Attempts to modify the items the VPP utilizes in the development of the next generation vaccine and or therapeutics would result in the pilot plant having to retool and then revalidated existing materials at the pilot plant. These Thermofisher brand - Bioprocess Containers and Sub Probe Assembly have historically been used in our studies and are required to be used for life of the study. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.
