Acquisition Description: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, August 10, 2022. The North American Industry Classification System (NAICS) code for this procurement is 325413 – In-Vitro Diagnostic Substance Manufacturing, with a small business size standard of 1000 employees. The combined synopsis/solicitation number is RFQ-NIAID-2139218 and this is issued as a Request for Quotes (RFQ), under a Brand Name restriction (considered limited source restriction). This requirement it NOT a set aside for small business. The vendors who submit a response to this RFQ must be an authorized seller/reseller of these products. BRAND NAME: NIAID requests responses from qualified sources capable of providing the requirements as outlined. To be considered for award, vendors must provide the exact brand and model number of the product from the required brand-name owner/manufacturer, along with specific services and/or warranties that typically comes with these items when purchased directly from the owner/manufacturer. Project Description: National Institute of Allergy and Infectious Diseases (NIAID)’s Division of Intramural Research (DIR) (collectively “Program”) in involved in the International Centers for Excellence in Research (ICER) program in the country of Mali that supports multiple scientific programs within the DIR. These groups are working on ways to characterize malaria, the burden of disease endemic in the population, and various helminth diseases as well. These programs carry out clinical trials on the natural history of infectious diseases, malaria vaccine research, and other research involving arborial diseases. Hematology analyzers are used in the multiple clinical trials that are ongoing in Mali. These are used to accurately evaluate the complete blood count (CBC) of participants to get clinical data for the clinicians to accurately monitor the progression of the participants, and for the physicians to accurately be able to provide the data required to the FDA and monitors who are overseeing the clinical trials. New hematology analyzers are needed by the NIH scientists in the Mali laboratory because the oldest hematology analyzer they have in operation is over seven years old. Due to the power, dust, and other environmental conditions, this makes the machine much less stable than before. This has resulted in existing machinery no longer operating with the precision it had in the past and requires more and more quality control that takes up time and manpower. Thus, a new machine, specifically the DxH 560 AL hematology analyzer is manufactured by Beckman Coulter (“Beckman”), is necessary to replace the oldest existing machines to continue the multiple clinical trials ongoing in Mali.
