Acquisition Description: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, January 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. The combined synopsis/solicitation number is RFQ-NIAID-2131880 and this is issued as a Request for Quotes (RFQ), under Brand Name (considered limited source restriction). This requirement shall not contain small business set asides. BRAND NAME: NIAID requests responses from qualified sources capable of providing the requirements as outlined. To be considered for award, vendors must provide the exact brand and model number of the product from the required brand-name manufacturer. Project Description: The National Institute of Allergy and Infectious Diseases' (NIAID) Laboratory of Clinical Immunology & Microbiology (LCIM) & Laboratory of Allergic Diseases (LAD) (collectively “Program”) is engaged in projects that will assess the responsiveness of the endothelial barrier functions in allergies and infections, which may play a large role in regulating the immune response. The objectives are to identify agents that influence permeability and leukocyte diapedesis during an allergic or inflammatory response in hopes of identifying treatment targets that could allow use of existing (or newly developed) drugs for patients with diseases of barrier disfunction that leads to acute and chronic infections. Because Program need to evaluate both diapedesis and permeability, Program requires an instrument that is capable of differentiating between the two in a higher throughput capacity than what they currently possess. Quantitating endothelial cell permeability and diapedesis has been unnecessarily protracted due to a lack of an ECIS system in Program’s labs. Program already have access to traditional transwell systems, but they are incapable of distinguishing between fluid egress and cellular movement across a monolayer. Therefore, Program requires an ECIS Z-Theta system to detect subtle differences in endothelial cell behavior, following exposure to a variety of agents (tryptase included) that will have significant physiological effects on allergic and inflammatory responses that ultimately regulate disease progression and rate of infection. The new ECIS system technology allows Program to assess not only barrier integrity and cell migration, but also assess cell invasion and responsiveness of the endothelial barriers and determine which type of response is occurring (cell movement vs fluid egress). Finally, the proposed ECIS system will benefit the entire Lab of Clinical Immunology and Microbiology (LCIM) and Lab of Allergic Diseases (LAD) by expanding work on blood vessel regulation of pathogenic organisms in allergies and infections.
