This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2088701 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06, July 12, 2021. The North American Industry Classification System (NAICS) code for this procurement is 541380 - Testing Laboratories, with a size standard of $38.5M. The requirement is being competed Full and Open without brand name restrictions or a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for: Requirements: • Clinical SNP and/or CGH microarray with targeted coverage of neuropsychiatric phenotypes (N = 50) o Sample processing and microarray scanning. o Feature extraction: Processing of raw image files. o CNV calls: Use of the vendor’s genetics pipeline for making copy-number calls from the microarray data. o Report: Data review by the vendor’s Genetics team with input from NIAID team for determination of which copy-number calls should be reported clinically. Generation of a report for use by the NIAID team. o Web-based access to cases and database: Online access for members of the NIAID team to the vendor database of prior results. This is useful for interpretation and clinical reporting. o Data release of raw image files and any intermediate files upon request. • NIAID Custom Clinical Chromosomal Microarray Analysis (N = 60) o Sample processing and microarray scanning. o Web-based access to cases and database: Online access for members of the NIAID team to the vendor database of prior results. This is useful for interpretation and clinical reporting. • Turn-around time for microarrays is 2 weeks from the time the contractor receives the patient sample. • Data release of raw image files and any intermediate files upon request. The Contractor shall provide arrays and all consumable reagents except those mentioned below. NIAID will supply patient samples. NIAID will also supply microarray chips for the NIAID custom clinical chromosomal microarray analysis. Place of Performance: NIH/NIAID, 9000 Rockville Pike, Bethesda, MD 20892, United States. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. By submitting a quotation, you are accepting that all government terms and conditions set forth herein shall prevail over the award. The award will be based the lowest price technically acceptable. The Technical evaluation will be based on the following: technical capability to meet the requirements listed on the Bill of Materials, and then price.
