This task order is for a continuation to support the Centers for Medicare & Medicaid Services’ (CMS’) Direct Response team on year-round campaign efforts. BlueLabs Analytics will utilize expertise in database system management and data analytics capabilities to oversee CMS’ MODS database marketing and direct response (DR) tactics, including targeted email, SMS/text, autodial and direct mail in support of the Marketplace consumer experience. The Contractor shall identify and propose staff with proven specialized experience and expertise in managing a marketing database for the purpose of conducting segmented direct response outreach such as email, SMS/text, autodial and/or direct mail. In addition to supporting direct response outreach efforts for the Marketplace’s annual Open Enrollment period, the Contractor shall support year-round efforts that may include outreach that is educational, customer service or ad-hoc in nature. The Unwinding campaign efforts are not tied to a specific open enrollment period, but to a period of approximately 15 months, at the discretion of the Secretary, following the end of the PHE as declared by the Secretary. CMS will work in partnership with states, federal agencies and community-based organizations to ensure consumers are aware of the steps they need to take to maintain coverage.
