The solicitation seeks to establish one or more Blanket Purchase Agreements (BPAs) for nonpersonal Medical Laboratory Technician (MLT) services supporting Government-operated healthcare facilities throughout the Phoenix Area. The acquisition is restricted to Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. Services will be ordered through individual BPA Calls that identify the place of performance, period of performance, and estimated hours. The BPA will have a 5-year ordering period from the date of award and will use firm-fixed-price, fully burdened hourly rates. The contractor must provide qualified MLTs for specimen processing, clinical chemistry, hematology, blood bank, quality control, and related laboratory coverage, while retaining full responsibility for supervision, recruitment, and replacement personnel.
