This is a Combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) has a need to acquire Patient Hotel Room Accommodations for patients and/or family members/guardians. These Hotel Facilities must be conveniently located within a ten (10) mile radius to the NIH CC, located at 10 Center Drive, Bethesda, Maryland 20892. Hotel locations are required to be within a ten (10) mile radius due to the need for patients/family members/guardians to travel to and from the NIH CC. OPC intends to award a Multiple Award Contract (IDIQ) in accordance with FAR 16.504(c). The Federal Government intends to award a maximum of three (3) IDIQ Contracts to capable sources. Period of Performance The Period of Performance (PoP) for each IDIQ awarded shall consist of a Base Period of twelve (12) months with four (4) one (1) year Option Periods as is listed in the table below: PERIOD OF PERFORMANCE DATES BASE PERIOD March 09, 2020 through March 08, 2021 OPTION PERIOD 1 March 09, 2021 through March 08, 2022 OPTION PERIOD 2 March 09, 2022 through March 08, 2023 OPTION PERIOD 3 March 09, 2023 through March 08, 2024 OPTION PERIOD 4 March 09, 2024 through March 08, 2025 In accordance with FAR 6.102 – Use of Competitive Procedures, this Combined Synopsis/Solicitation is being issued using Full and Open Competition (Unrestricted) without giving preference to the Small Business Programs outlined in FAR 19 and FAR 26. The North American Industry Classification System (NAICS) Code for this requirement is 721110 (Hotels (except Casino Hotels) and Motels) and the Small Business Size Standard is $35 Million Dollars in Annual Receipts. Evaluation of offers submitted in response to the RFP will be conducted in accordance with (IAW) FAR 15-101-1 Best Value Tradeoff process. Non-cost factors (Technical Qualifications and Past Performance), when combined are more important than Price. SITE VISITS: Per the attached “NIH CLINICAL CENTER HOTEL EVALUATION CHECKLIST” entailed within the attached RFP, site-visits of each prospective offeror’s hotel location must be conducted by designated NIH Staff Members. Offerors are encouraged and expected to facilitate these site-visits where services will be provided. SITE VISITS shall be conducted between: DATES: February 24, 2020 through February 28, 2020 TIMES: Shall be coordinated with individual hotels during the aforementioend week LOCATION: Designated hotel location of the prospective offeror All proposals submitted should entail the best date and time in accordance with the parameters above in which a site-visit can be facilitated. Proposals are due no later than Monday February 03, 2020 at 4:00 P.M. (EST), as OPC's intent is to have awardees selected for these IDIQS by March 09, 2020.
