SOURCES SOUGHT BACKGROUND: The Albuquerque Area Indian Health Service (AAIHS), Santa Fe Indian Health Center (SFIHC), San Felipe Health Clinic (SFHC), has a requirement for Propane Refill Delivery Services and 500-Gallon Propane Tank Rental Agreement at San Felipe Pueblo, New Mexico. OBJECTIVE: The contractor will provide Propane Refill Delivery Services and 500-Gallon Propane Tank Rental Agreement to the San Felipe Health Clinic. RESPONSIBILITIES: 5.1.1 SAFETY PRECAUTIONS AND PROCEDURES: Check area for hazardous conditions and possible sources of ignition. Sources of ignition capable of igniting LP gas are not permitted near a point of transfer. If any are found, further operation should be delayed until the situation is corrected. Be sure the vehicle is equipped with an 18 lbs. B: C dry chemical fire extinguisher. 5.1.2 Park vehicle in proper position and location to make delivery. 5.1.3 Set Parking brakes and place chocks to prevent rolling of vehicle. 5.1.4 Before connecting to customer storage tank, check the name plate on the tank to be sure it is the proper tank and belongs to the San Felipe Indian Health Center. 5.1.5 PROPANE TANK – STORAGE CONTAINERS: For propane, the tank must have a minimum design pressure of at least 250 psi. Tanks marked 200 psi Manufactured under Par-U-68 and U-69 of 1949 or earlier editions of ASME code are acceptable for propane storage, reference NFPA 58. 5.1.6 FILLING PROPANE TANK – FILLING PROPANE TANK FROM BOBTAIL TRUCK: The following procedures for filling propane storage containers for San Felipe Indian Health Center from Bobtails in metered delivery truck service are based on common industry practices, manufacturer’s instructions, provisions listed in NFPA 58, 2001 edition. Liquefied Petroleum Gas Code and U.S. DOT cargo tank unloading regulations. 5.1.7 To make the maximum allowable fill: 5.1.8 Rotary Gauge - Set the gauge to the maximum allowable fill percent for the current product temperature. Open the fixed liquid level gauge and leave it open throughout the delivery. Close the delivery hose valve immediately when the fixed liquid level gauge valve delivers liquid (white mist). Close the fixed liquid gauge. 5.1.9 Maximum Fill Bleeder - Open the fixed liquid level gauge to the maximum fixed liquid level and check the gauge frequently throughout delivery. Close the delivery hose valve immediately when white mist appears at the fixed liquid level gauge. Close the fixed liquid level gauge. 5.1.10 CHECK AREA FOR POSSIBLE SOURCE OF IGNITION: According to the Department of Transportation, CFR 49, Part 397.13 no person may smoke or carry a lighted cigarette, cigar or pipe on or within 25 feet of: (1) A motor vehicle which contains explosives, oxidizing materials, or flammable materials, or (2) An empty tank motor vehicle which has been used to transport flammable liquids or gases and which when used was required to be marked or placarded in accordance with U.S. DOT regulations. 5.1.11 SURVEY THE STORAGE AREA: Before positioning the delivery vehicle, survey the storage area on foot. If the tank container cannot be seen from the cab of the truck, the driver shall stop the engine, engage the parking brake and set the chock blocks. 5.1.12 ABOVE GROUND PROPANE TANK SYSTEM INSPECTION: The delivery Driver is required by various regulations and industry standards, including DOT and NFPA 58, to check various portions of the propane system whenever a delivery is made. Before proceeding with the delivery, visually check the following conditions: 5.1.13 Storage Containers: The distances required by NFPA 58 are maintained. The point of transfer is at least 25 feet from ignition. Storage container(s) are on a stable footing. There is no evidence of excessive corrosion. It does not need painting. There is no evidence of leakage. The gauges are working properly. Valves are protected with a hood, dome, or cover. 5.1.14 Regulators: The regulator is located so that it will not be affected by the elements (freezing rain, sleet, snow, ice, mud or debris). There is no evidence leaking. The vent is terminated a minimum of three feet from a building opening. The vent opening is pointing down (in the 6 o’clock position) or under the cover. 5.1.15 Filter Valve: The protective cap on the filler valve is in place. There is no evidence of leaking. There is no evidence of debris in the valve. The delivery hose end valve is free of debris. The delivery hose end valve was free of debris prior to connecting to the container filler valve. HOURS OF OPERATION & PLACE OF DELIVERY: All deliverables shall be delivered to the client no later than the date specified in the SOW unless otherwise agreed upon. Hours of installation will be M-F from 8:00 AM to 4:30 PM, excluding Federal Holidays. The Vendor shall provide services to the following locations: San Felipe Health Clinic, Attn: Travis Snyder, 4 Cedar Street, San Felipe Pueblo, NM 87001 CONTRACTING OFFICER’S REPRESENTATIVE (COR)/ALTERNATE CONTRACTING OFFICER’S REPRESENTATIVE (ACO): The Contractor shall coordinate delivery of services with the COR/ACOR as follows: Travis Snyder, travis.snyder@ihs.gov, (505) 946-9209. STATEMENT OF OBJECTIVES: Locate eligible and qualified Small Business Indian Firms to support IHS procurement needs under NAICS code: 211130 – Natural Gas Extraction. Utilize the information received with future acquisition planning efforts and potential Buy Indian set aside. HOW TO RESPOND: The sources sought notice is under the authority of the Buy Indian Act. The Indian Health Service (IHS) is attempting to locate qualified and eligible Small Business Indian Firms, “Native American Indian Owned and Operated businesses,” that can provide services/supplies to the Indian Health Service.
