INTENT TO AWARD A SOLE SOURCE. The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Real Estate, Logistics and Operations (RLO), through the Office of Acquisition Management Services (OAMS), intends to negotiate on a sole source basis with Siemens Industry, Inc., located at 6435 Virginia Manor Road, Beltsville, Maryland for preventive maintenance for the Data Center Siemens Building Automation System (BAS) located at 5600 Fishers Lane, Rockville, Maryland. The Data Center BAS connects all heating, venting and air conditioning (HVAC) equipment on a single platform and allows for temperature and humidity control to the facility critical building systems. The BAS monitors all the HVAC individual components to alert building managers about detected problems. The BAS preventative maintenance ensures building automation system software and hardware components are performing to defined technical specifications. The statutory authority is 41 U.S.C. 3304(a)(1), as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b)(i). Siemens Industry is the only known provider for the data center BAS software and hardware. THIS IS NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. All responsible sources that have determined they are authorized to provide the BAS preventative maintenance, inclusive of software and hardware updates, may submit a capability statement. A determination by the Government not to compete this proposed contract is solely within the discretion of the government.
