INTENT TO AWARD A SOLE SOURCE. The U.S. Department of Health and Human Services (HHS), through the Office of Acquisition Management Services (OAMS) intends to negotiate on a sole source basis with SMITHS DETECTION-EDGEWOOD, INC., located at 2202 LAKESIDE BOULEVARD, EDGEWOOD MD 21040-1102, for a maintenance and service agreement for the 500DT-1PMCM and 400B-IPMCM ION scanning equipment. The statutory authority is 41 U.S.C. 3304(a)(1), as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b)(i). SMITHS DETECTION-EDGEWOOD, INC. manufactures the IONSCAN equipment and is the only known authorized source that can provide the necessary maintenance and support. THIS IS NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. All responsible sources that can and are authorized to provide maintenance and service for the 500DT-1PMCM and 400B-IPMCM ION scanning equipment may submit a capabilities statement. The email subject line must reference “maintenance and service for the 500DT-1PMCM and 400B-IPMCM ION scanning equipment”. All responses are due by April 18, 2022 10:00 a.m. Eastern Time and sent to dan.berkovitz@psc.hhs.gov. A determination by the Government not to compete this proposed contract is solely within the discretion of the government.
