The Centers for Disease Control and Prevention, Office of Science, Office of Library Science plans to award a one year firm fixed price contract to OCLC Inc, 6565 Kilgour Place Dublin, Ohio 43017-3395 for the use of their online computer library center to reference subscriptions and journal articles,. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 519120 Miscellaneous Printed Matter. This acquisition is required because OCLC (Online Computer Library Center) Catalog Systems are a unique resource for the Stephen B Thacker CDC Library (CDC Library), not available from any other source. To fulfill its mission as the nation's principal disease prevention and health promotion agency, CDC must collect, manage, and interpret data. This is facilitated by providing library services including journal articles and books and cataloging to network resources within a worldwide OPAC (Online Public Access Catalog). The OCLC System supplements the library's collection of educational materials through a borrowing network of libraries worldwide. OCLC has the exclusive rights to service libraries and other educational institutions. OCLC's resource-sharing network includes over 9,000 libraries lending and borrowing journal aritlces and books. No other network is comparable in size including public and private libraries. InterLibrary Loan and Delivery services include:WorldShare ILL Subscription centralizes workflows currently managed in multiple systems, and provides functionality to speed fulfillment of interlibrary loan journal articles and books. The subscription includes constant data records facilitated by cataloging with OCLC Metadata Management Services. Services include integrated online cataloging of bibliographic data, holdings data for various libraries and information to track interlibrary deliveray of articles and books between libraries. Metadata management services include: Individual Cataloging subscriptions - including online cataloging via Connexion and Z39.50. No PII is involved.
