The Centers for Disease Control and Prevention, NCIPC / Office of Strategy and Innovation intends to award a sole source firm-fixed price contract to Brandwatch, 253 Summer St, Boston, MA 02210 The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 541511 "Custom Computer Programming Services . This " Sole Source " acquisition is required because of its exclusive licensing agreements / proprietary data and other issues most notably continuity. Other potential providers do not possess all necessary specifications and are either not official partners of relevant social platforms. They also do not possess access to all data sources or data types, do not include needed geolocation services and do not include needed data query approaches, or do not include the appropriate machine learning models for data processing and analysis. As mentioned earlier service needed to maintain consistency and continuity with models from previous years is a critical must. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
