The Centers for Disease Control and Prevention, National Center for Environmental Health Division of Laboratory Sciences / Emergency Response Branch intends to award a sole source firm-fixed price contract for a Tecan Hydrospeed 96 Channel Microplate Washer to Tecan U.S., INC. 9401 Globe Center Dr Ste 140 Morrisville, N.C. 27500-6211. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, size standard 500. This “Brand Name” acquisition is required because Tecan is the only company that makes a 96 channel microplate washer compatible with our Tecan liquid handling robots. In order to maintain continuity of method, we must procure this part from Tecan so that it is compatible with our existing instrumentation. Our existing instrument was used for developing specific methods in the branch and as such the branch can quickly respond to chemical and toxin threats and public health emergencies. Purposing a similar part from another vendor would mean that we are no longer able to run the same method and will not allow CDC to rapidly respond to national or world events. The purpose of procuring this specific washer is to allow for advanced capability by allowing laboratorians to use the exchangeable heads that can switch between 96 and 384 channels, increasing the speed and sample throughput of our methods, ultimately allowing more samples to be run during a potential exposure event. The washer also can also wash magnetic beads with an incorporated magnetic plate, and gently wash cells, increasing the versatility of the washer No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement.
