This is a PRESOLICITATION NOTICE in support of the Water Storage Tank Inspection/Cleaning Services project for the Indian Health Service. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238990 All Other Specialty Trade Contractors. The associated size standard for this procurement is $16.5 million. The Government anticipates releasing the solicitation on or about the end of March 2020 with proposals due at least 25 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Wage Determination will be included in the solicitation documents. SCOPE OF WORK: This project shall provide inspection and cleaning of seventeen (17) potable water storage tanks located on nine (9) tribal reservations across western/central Washington. A comprehensive evaluation of the interior and exterior of the tanks and a complete cleaning shall be performed for each tank. Also a written inspection report shall be provided for each tank with photographs and a detailed description of all conditions/deficiencies discovered during the inspection. It is important to note that due to service and operational issues, tanks cannot be easily taken out of service and drained for routine inspections and cleaning, therefore, the contractor is required to perform the inspections and cleanings utilizing specialized dive/cleaning equipment and certified divers. LOCATION OF PROJECT: Various. See attachment labeled “Places of Performance and Tank Descriptions”. PERIOD OF PERFORMANCE: Period of Performance is 90 calendar days from date of award. SITE VISIT: A formal site visit is not planned. CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement.
