NIH seeks a qualified contractor to assess, recommend, furnish, install, and warranty replacement pour-in-place soft-surfacing at the Early Childhood Development Center, Northwest Child Care Center (Building 23), 9000 Rockville Pike, Bethesda, MD 20892. Work includes site evaluation, product recommendations, demolition/removal, delivery, site prep, installation, waste disposal coordination with NIH DEP, cleanup, turnover, and warranty, with toddler area 367 SF at 2.25" depth and preschool area 3,811 SF at 3.75" depth meeting ASTM and ADA/ABA play-surface standards. A site visit is scheduled for September 23, 2026, 11:00 AM–12:00 PM ET at Building 23; it is encouraged but not mandatory, and campus access must be coordinated in advance. Performance is a single mobilization with all work complete no later than 90 calendar days after ARO/NTP; work hours are 6 AM–6 PM with prior scheduling approval, and payment is only after completion, inspection, and acceptance. Award will be best value/tradeoff based on technical approach/product, relevant experience/past performance, and price, with non-price factors combined more important than price, and the project is subject to Davis-Bacon and bonding requirements based on award value.
