NIH requires contractor support to rig and relocate heavy, sensitive radiation detection equipment from Building 21, Rooms 117 and 143, to Building 13, Room 3W51 on the NIH Campus in Bethesda, Maryland. The contractor must provide all personnel, supervision, materials, equipment, rigging, packaging, transportation, and resources necessary to safely move and place the Government-owned equipment, while disassembly, reassembly, calibration, testing, and validation are excluded and will be handled by the manufacturer. The equipment includes one Mirion Fastscan Whole Body Counter (~10,600 lbs), one Mirion Accuscan Whole Body Counter (~8,700 lbs), and two Mirion BeGE detector systems with shielding (~2,500 lbs each), all to be treated as fragile, high-value scientific instrumentation. Award will be made on a best-value basis, with Technical Capability and Relevant Experience combined more important than Price, and quotations evaluated on technical capability, relevant experience, and price. Vendors must have active SAM registration at award and should submit a firm-fixed price, technical approach, relevant experience, proposed personnel and rigging/lifting equipment, assumptions/exclusions, and proposed schedule or availability.

Equipment includes Mirion Fastscan and Accuscan whole body counters (approximately 10,600 lbs and 8,700 lbs) and two Mirion BeGE detector systems with shielding (approximately 2,500 lbs each); disassembly, reassembly, calibration, testing, and validation are excluded and will be performed separately by the manufacturer. Award will be best value, with Technical Capability and Relevant Experience combined more important than Price, and a site visit is scheduled for 12:00 PM–1:00 PM on 09/23/2026 with intent to attend due by 1:00 PM on 09/22/2026. Anticipated performance is within 10 weeks after award, with work to occur between 9:00 AM and 5:00 PM.
