INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source task order to Federal Express Corporation, 900 7th Street, NW, Suite 550, Washington, DC 20001-3888, to receive and ship AIR and ground packages in accordance with contract with the attached Statement of Work. Under the authority of FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification for approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because there are no small businesses that can supply the type of service that UPS can in terms of delivering the tens of thousands of publications, forms and pamphlets that are time sensitive in nature that the agency is responsible for delivering to our partners and beneficiaries in a timely manner. CMS REQUIREMENTS: Careful market research was performed and found there is not a small business that can supply the type of delivery service that Federal Express Corporation can in terms of delivering packages for the agency. Price negotiations have been conducted on behalf of the government under the Federal Strategic Source Initiative (FSSI) to provide cost savings to benefit to CMS and its ability to fulfill the agency’s mission to its customers. NAICS CODES: The North American Industry Classification System (NAICS) is 492110 (couriers and express delivery services) INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
