The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. STATEMENT OF WORK Instrumentation & Controls Training for CUP Personnel for The National Institutes of Health (NIH) Building 11 Central Utility Plant Bethesda, Maryland Campus Description of Work: The contractor shall perform all professional services stated herein and defined in basic contract for the following project: PROJECT TITLE: Instrumentation & Controls Training for CUP Personnel Instrumentation and Process Control Course #1 Math Review Electrical Principles Review Introduction to Instrumentation (Chapters 1 – 3) Temperature Measurement (Chapters 4 -8) Pressure Measurement (Chapters 9 – 12) Target students: Course designed for system operators, system designers, and those involved in the calibration and maintenance of industrial process control systems. Course Length: 5 days Class includes both lecture and supervised workbook sessions. The focus of the training is an introduction to instrumentation. Temperature and pressure measurement devices, installation, and calibration. Specific course objectives include: Define “process control instrumentation” and identify important present-day trends in the instrumentation field. Explore process control and the kinds of variables measured and controlled by a system. Define control loops and strategies and compare the static and dynamic performance characteristics of a control system. Define “piping and instrumentation diagram” and explain its function including the means of identifying instruments on a piping and instrumentation diagram. Define “temperature” and identify the most common temperature scales. Define “heat transfer” and compare the three types of heat transfer. Identify the common units of heat energy. Define “specific heat” and “heat capacity.” Describe the principles of thermal expansion. Define “thermocouple” and identify the phenomena that govern the behavior of thermocouples and their construction and measuring circuits. Define “resistance temperature detector,” describe its construction, and explain how it is used. Define “thermistor,” describe its construction, and explain how it is used. Define “IR thermometer” and explain how they are used. Explain the use of thermal imagers. Describe the response time and time constant of meters. Describe the function and design of thermowells. Define “pressure,” “atmospheric pressure,” “head,” and “hydrostatic pressure.” Identify and define the types of mechanical pressure sources, and identify a common application of Pascal’s law. Identify four common pressure scales and common units of pressure measurement. Identify types of manometers and their working principles. Identify types of mechanical pressure sensors and their working principles. Describe the operation of a resistance pressure transducer. Compare the operation of a capacitance pressure transducer and a differential pressure (d/p) cell. List important considerations in pressure measurement applications. Identify means of protecting pressure sensors from hazardous environments. Describe devices for calibrating pressure sensors. Course includes an examination at its conclusion to assess the skills gained during the training. LOCATION: NIH Bethesda Campus Building 11, Central Utilities Plant (CUP) MAXIMUM Students: 14 Purpose Acquire Instrumentation & Controls (I&C) training for Central Utility Plant (CUP) personnel. In a modern plant such as the CUP, transmission of accurate and reliable measurements is central to safe, efficient, and economic operation. CUP personnel require I&C training to ensure the Bethesda Campus utilities requirements are met. Contract Type: The Government anticipates the award of a Firm Fixed Price (FFP) contract. Place of Performance The work will be performed at the National Institutes of Health (NIH), Bethesda, Maryland Campus. Period of Performance: The period of performance shall be FY2020. The proposed training date is May 18 – 22, 2020; if delayed, another training date shall occur in FY20 by modification only. Hours of Operation: Normal working hours are between 0600 and 1500 local time, Monday through Friday except Federal holidays, and when the Government facility is closed due to local or national emergencies, administrative closings or similar Government directed facility closings. Recognized Federal Holidays: Federal holidays observed by the Government are listed below for information. When any holiday falls on a Saturday, it is observed the preceding Friday and when any holiday falls on a Sunday, it is observed on the following Monday. Observance of such days by the Government shall not by itself be cause for an additional period of performance or entitlement of compensation except as set forth within the contract. Background As a part of the U.S. Public Health Service under the Department of Health and Human Services, the National Institutes of Health is the Federal Government's primary biomedical research agency. Its mission is science in pursuit of fundamental knowledge to extend healthy life and reduce the burdens of illness and disability. Helping to lead the way towards medical discoveries that improve people's health and save lives, the NIH scientist investigate ways to prevent disease as well as the causes, treatments, and even cures for common and rare diseases. Composed of twenty-seven (27) Institutes and Centers (IC’s), the NIH provides leadership and financial support to researchers in every state and throughout the world. The NIH Bethesda Central Utility Plant at the National Institutes of Health is capable of generating 800,000 pounds per hour (lb/hr) of saturated steam at 165 pounds per square inch gauge (psig), 60,000 tons of chilled water at 42 degrees Fahrenheit, 6600 cubic feet per minute (CFM) of compressed air for distribution to the campus. The CUP consists of five (5) dual-fired (primary-gas/secondary-ultra low sulfur number 2 diesel oil) saturated steam boilers, twelve (12) 5000 ton chillers, and two (2) 1800 CFM and one (1) 3000 CFM air compressors, and various types of supporting auxiliary systems in the CUP which include pumps, electrical switchgear, generators, reverse osmosis (RO), chemical feed systems. Currently, the CUP is transitioning to a CMMIS to optimize its efficiency and documentation of work orders, which includes equipment calibrations. DEFINITIONS & Acronyms Contracting Officer (CO): The person authorized to act on behalf of the Government to negotiate and award contracts and modifications thereto, and to administer contracts through completion or termination. Except for certain limited authority delegated by the Contracting Officer to a technical representative, the Contracting Officer is the only individual with the authority to direct the work of the Contractor. Contracting Officer’s Representative (COR): The authorized Government representative(s) acting within the limits of their delegated authority or management of specific projects or functional activities. NIH: National Institutes of Health - a component agency of the United States Department of Health and Human Services ORF: Office of Research Facilities, a component of National Institutes of Health DTR: Division of Technical Recourses, a component of Office of Research Facilities CUP: Central Utility Plant Training Materials: Course materials, equipment and supplies used by the Contractor in the development, presentation, practice and evaluation of the training. Training Outcomes: The total combination of skills and knowledge that the learner must acquire to perform a job assignment. Specific Tasks This Statement of Work (SOW) includes: The contractor shall perform 40 cumulative training hours to provide basic trainings on I&C specific to the NIH Bethesda Central Utility Plant equipment and in accordance with the National Institutes of Health (NIH) Central Utility Plant (CUP) Calibration program handbook (NIH-CAL-SOP-101). Each day of training will help operators in understanding basic I&C specific to the Central Utility Plant through hands-on application and high-level instruction from a certified technical instructor with a managerial district energy background. The training materials which accompany the training shall accomplish the training outcomes specified below and be approved by COR. The contractor shall schedule required equipment through the COR or his/her designee. Training Schedule Training shall begin no later than 0800. Hours or days of training must be coordinated in advance with the COR and ICD Representative. May 18 – 22, 2020; if delayed, another training date shall occur in FY20 by modification. Training Location The training will be performed at the main campus of the National Institutes of Health (NIH main campus) in the CUP training room. The training room will be large enough to accommodate at least the entire class plus one observer, with tables large enough to allow the students to be able to take notes and have space to keep their reference book open during lecture periods. Student Completion Report Upon completion of this training the contractor shall issue a Certificate of Training certifying the type of training provided, specific dates, and the duration of such training. One copy of each such certificate shall be submitted to COR. The Division of Technical Resources is an IACET (International Association for Continuing Education and Training) accredited and authorized provider of Continuing Education Unit credits when the training materials and outcomes are in complete compliance with DTR training requirements. Training Materials One course notebook per class per person, handout material. Level of Training NIH Personnel are expected to perform at a level compatible, with the highest standards of the specialty. Accordingly, the instructions shall adhere to the adult learning principle in a professional environment which include but not limited to: Emphasize how the training can be applied If possible, relate the training materials, examples, and class discussions to Offices, Biomedical Research facilities, Animal research facilities and Healthcare facilities. Allow reasonable debate and challenge of ideas Encourage students to be resources to one another Instructor Qualifications Education: Bachelor Engineering Certification American Society of Power Engineers Master Chief and Technical Instructor Energy Manager EPA Universal Technician Certified to administer and conduct the ASOPE one-year licensing examination Experience 5+ years of experience in central utility plant management 5+ years of experience in central utility plant operator supervision 5+ years of experience as central utility plant operator 5+ years of experience as an educator 2+ years of experience in industrial control systems and/or building automation 2+ years of experience in chilled water generation & distribution Competencies Blueprint drafting & CAD Piping &instrumentation diagrams (P&ID) Advanced thermodynamics Fluid mechanics Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Access) Emergency Response Training & Incident Command Structure (ICS) CPR/AED & First Aid Training Training Performance Requirements At least two weeks prior to the training the contractor shall submit a copy of the syllabus, training schedule, course description and any other needed course materials. The instructors shall comply with NIH rules and regulations. The instructors shall conduct the training in a professional manner. The contractor shall provide the COR with a completed certificate of training signed by the contractor’s instructor within 7 calendar days of the completion of the training. Regulations Compliance with Laws and Industry Standards Contractor agrees to maintain policies and procedures at all times in accordance with all applicable laws and regulations; good and prudent standards of practice accepted in the industry; and the prompt discovery and correction of any errors in such matters. If any requirements are in conflict with one another, or with Specifications' requirements, the most stringent requirement shall govern. Certifications The Contractor shall provide the following certification: American Society of Power Engineers Master Chief and Technical Instructor Energy Manager EPA Universal Technician Safety The Contractor shall possess knowledge of current life safety code, building codes, engineering codes and standards. PPE shall not be furnished. The contractor is responsible for furnishing PPE for their employees. Minimum daily PPE includes hard-hats and toe-protection, e.g., steel-toed boots. Quality Assurance NIH reserves the right to review and reject any material, equipment, method, design, or qualifications of any, manufacturer, or testing laboratory performing work under this project that it determines to not be in conformance with project requirements, acceptable practice, or suitable to the project application. Deliverables - Documents & Submittals The Contractor shall provide all documentation as noted in this Statement of Work (SOW), as well as any documentation necessary to meet regulatory requirements. The Contractor shall provide any additional documentation as deemed necessary by the NIH. Completion Requirements The contract will not be considered “completed” and final payment to Contractor will not be made until all calibration certificates are completed and signed for all calibrated instruments.
