This requirement is for support services for the Office of Community Services (OCS) Low Income Home Energy Assistance Program (LIHEAP) Training and Technical Assistance (T&TA) Support and will provide: (1) a National Energy Assistance Referral (NEAR) Phone Hotline service for individuals seeking LIHEAP assistance and to (2) maintain and update the OCS owned LIHEAP Clearinghouse (Clearinghouse) website which shall serve as the repository of the collection, development, organization and dissemination of information on LIHEAP programs, current home energy issues and trends, other low-income energy assistance programs, other programs that affect LIHEAP-eligible clients and other relevant information of interest to LIHEAP grantees.
