This Notice of Intent to award a sole source firm fixed price purchase order is provided by the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of the National Institute for Occupational Safety & Health (NIOSH), Pittsburgh Mining Research Division (PMRD). PMRD has a requirement for “Development of Engineering Guidelines for Shale Gas Wells Influenced by Longwall Mining”. The requirement requires guidance on gas well setback distance and gas well casing and cementing alternatives for mitigating longwall-induced deformations and stresses by identifying critical parameters affecting longwall-induced subsurface deformations and stresses above, within, and below the pillars under a given overburden depth, mining geology, and mining geometry. The intended recipient of this purchase order is: Coastal Drilling East, LLC located at 130 Meadow Ridge Rd, Ste 24, Mount Morris, PA 15349. This order is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability by responding to this notice. This notice of intent is not a request for competitive quotations; however, all quotations/responses received by July 13, 2023 by 11:00AM EST will be considered by the government. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
