Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E156 Bethesda, MD 20892, UNITED STATES DESCRIPTION The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Space and Facilities Management (OSFM), intends to procure Water and Sewer utility services on a sole source basis from Washington Suburban Sanitary Commission (WSSC). This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. Only one award will be made as a result of this solicitation. This will be awarded as a Severable Firm-fixed price contract. It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND NCI CRL Facility The NCI CRL Facility was constructed to house scientific staff from the Advanced Technology Center (ATC) facility which measures about 33,133 square feet. The NCI CRL facility is being leased to eliminate the antiquated lab space that NCI occupied at ATC and accommodate the increased number of staff members at NCI’s Division of Cancer Epidemiology and Genetics (DCEG). The CRL facility is built to provide accommodation for up to 217 staff and has 117 office space and 37 labs. The CRL could have up to 85 visitors per day. The NCI CRL Facility is designated as lab space and will host laboratory equipment such as incubators, thermal cyclers, water baths, autoclave, fume hoods, biosafety cabinets cold rooms, etc. The requirement for Water and Sewer Utility Services will be transferred from the ATC Facility to the NCI CRL facility. Water and Sewer Utility services are needed to ensure that the facility stays operational. The lease with GSA and NCI for this facility is set to commence on November 6th, 2019 and expires 15 years thereafter. Water and Sewer utility service at the CRL was initially established by the Lessor, JBG. Since partial occupancy of the space by NCI is set for December 12th, 2019, the responsibility of payment for Water & Sewer utility services will be transferred from the lessor to NCI by this date. NCI Shady Grove Facility The National Cancer Institute (NCI) is also leasing a 574,000 square feet facility (NCI Shady Grove Campus) located at 9609 Medical Center Drive, Rockville, Maryland, 20850. The lease is through General Services Administration and is net of all utilities including electricity, water, and gas. NCI Office of Space and Facility Management (OSFM) has been responsible for payment of all utility costs since September 1, 2013. The NCI Shady Grove facility serves as an administrative building for over 2,200 NCI staff with a full-service cafeteria and a 24-hour Fitness Center. Washington Suburban Sanitary Commission (WSSC) is the only provider of Water and Sewer Utility Services in the zip code 20850 where both the NCI CRL facility and NCI Shade Grove facility are located. OBJECTIVE The purpose of this acquisition is to provide Water and Sewer Utility Services for both the newly leased NCI Consolidated Research Lab (NCI CRL Facility) located at 9615 Medical Center Drive, Rockville, MD 20850 and the leased NCI Shady Grove facility located at 9609 Medical Center Drive, Rockville, MD 20850. TYPE OF ORDER This is severable firm fixed price purchase order The services acquired under this contract are severable services. Funds are only available for use for the contract line item (CLIN) to which they are obligated. Unused funds from one CLIN may not rollover for use in other periods. PERIOD OF PERFORMANCE The period of performance shall be for 12-months from 9/1/2021 to 8/31/2022 PLACE OF PERFORMANCE (1) 9615 Medical Center Drive, Rockville, MD 20850. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Omatete@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
