The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to Marianne E Zotti, DrPH, MS, FAAN Emeritus, 36 Warwick Dr., Bella Vista, AR 72714 to provide SME consulting for the DRH Emergency Preparedness and Response Team activities. This requirement is for (supplies/services) in which the Government intends to solicit and negotiate with only one-source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement. The NAICS code for this requirement is 541690, Other Scientific and Technical Consulting Services. Dr. Marianne E Zotti, will develop scientific products for DRH Emergency Preparedness activities, which specifically focus on emergency preparedness and response to public health emergencies for pregnant and postpartum (P/PP) women and newborns. The program requires subject matter expertise by a renowned expert in the field, with extensive knowledge in public health emergency planning for pregnant and post-partum women and their infants, and capability to lead scientific evaluation and publications. This is a highly specialized scientific area in which expertise is rare, and for continuity, requires a highly qualified individual who has previously developed scientific publications, programs, and trainings specifically for and about emergency preparedness for pregnant and postpartum women. Dr. Zotti is the single source needed for this project as she has unique skills, abilities, and knowledge necessary to carry out the scope of work expediently and efficiently. She has provided subject matter expertise to the program in the recent past and currently has products underway that directly relate to the products of the requested solicitation. As a result of this synopsis, no competitive solicitation will be posted on FedBizOps. We will issue only one solicitation to Dr. Marianne E Zotti. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by 1:00 pm EDT June 25, 2020. The Contracting Specialist will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist.
